DIRECTOR, FINANCIAL AID AND SCHOLARSHIPS Priority Application Deadline May 3, 2024. Position will remain open until filled.

GENERAL RESPONSIBILITIES Under the direction of the Vice President for Student Services, the Director of Financial Aid and Scholarships is responsible for the management and administration of the Financial Aid and Scholarships Office. Responsibilities include but are not limited to supervision of staff, accounting operations, budget preparation, and preparation of federal, state and district reports, maintenance of federal and state fund budgetary controls and regulatory compliance, and the delivery of funds and services to students. The Director maintains compliance with all federal, state, and local regulations governing student aid programs.

The Director of Financial Aid and Scholarships coordinates and oversees audits, compliance reviews and account reconciliations and ensures institutional compliance with relevant regulations and statutes. DUTIES AND RESPONSIBILITIES Management of all employees shown on the district organizational chart under the Director of Financial Aid and Scholarships including hiring, supervising, and evaluating. Organize, administer, manage, and evaluate a comprehensive financial aid and scholarships office.

Coordinate financial aid operations with other appropriate district departments, including, but not limited to, Admissions and Records, Extended Opportunities Programs and Services, Fiscal Services, and Information Technology Services. Supervise the financial aid computerized delivery systems. Serve as the departmental liaison in technology, including database analysis, specifications, modifications, management, testing, and training.

Establish financial aid office administrative procedures and policies consistent with the practices of other institutions of higher learning. Ensure the college's policies are in align with federal and state regulations; acquire approvals for federal and state funds. Serve as liaison with federal, state, county, and other agencies to answer questions, resolve problems, provide data, interpret, and apply changes in rules and regulations concerning financial aid.

Coordinate the administration of financial aid to students to insure prompt and accurate disbursement. Provide information to students and parents about financial aid, including costs, application procedures, and eligibility criteria. Provide financial aid counseling to students as needed.

Allocate student financial aid resources and authorize disbursement of funds; supervise awarding of financial aid including intake, analysis of student financial need, record maintenance for auditing, work study, and other activities. Review all Taft College financial aid awards. Supervise monitoring of academic progress for financial aid and work study students and the approval of financial aid appeals.

Advise students regarding the district's policy on satisfactory academic progress as it relates to financial aid eligibility. Make determinations for dependency overrides and special circumstances requests. Oversee award notification to students indicating type, amount, and conditions of awards as well as notification to those students who do not qualify for financial aid.

Oversee the packaging of Taft College scholarships and work study with Federal, State, and Institutional funded programs. Oversee the processing of applications, process check requests, and maintain files for the Taft College Scholarship Program. Oversee the maintenance of all student's financial aid records.

Make determinations related to Return of Title IV regulations ensuring funds required to be returned are done so within proper time frames and students are notified of their repayment obligations. Refer unpaid overpayments to the Department of Education per federal regulations. Develop and implement annual funding proposals, program plans, budgets, and final reports.

Monitor financial aid program expenditures. Prepare reports as required for federal, state, and local agencies. Supervise staff and procedures required for the college student worker program including requests for student employment and informing students and supervisors of maximum earnings.

Prepare the operating budget for the Financial Aid and Scholarships Office. Serve on committees, including the Financial Aid Advisory Committee, the Admissions and Attendance Committee, and the Taft College Scholarship Committee. Develop goals and objectives, staffing recommendations, and capital outlay needs.

Complete the department annual program reviews. Review legislation, code policies, and procedures related to financial aid; recommend the development of or revision to related policies and procedures. Provide leadership and training to ensure staff remains aware of and familiar with policies and regulations governing financial aid programs.

Work with college staff to develop informational materials such as brochures, flyers and handbooks and ensure the Financial Aid and Scholarships webpages are current and relevant. Attend financial aid conferences as required and/or directed by the Vice President of Student Services. Participate on District committees, work groups, and task forces as required or assigned.

Perform related duties as assigned. MINIMUM QUALIFICATIONS An earned bachelor's degree from an accredited institution and three (3) years of full-time equivalent experience in financial aid. A graduate degree may substitute for up to one year of experience, Three (3) years of increasingly responsible supervisory full-time equivalent experience including direct personnel management experience with selection, training, and evaluation of staff, and A demonstrative sensitivity to, and respect for, the diverse academic, socio-economic, ethnic, cultural, disability, religious background, and sexual orientation of community college students.

DESIRABLE QUALIFICATIONS Master's degree 5+ years working in the California Community College system. Experience with Banner and Salesforce. Community College budget experience.

Knowledge of: Electronic data processing procedures and applications; modern office practices, procedures, equipment, and record-keeping techniques; principles and techniques of supervision and training. Personal: Establish and maintain cooperative working relationship with other staff members, students, and the public; use proper English, accurate spelling, and punctuation; respect and treat confidential information in a professional manner; act with poise, patience, tact and congeniality. Sensitivity to and understanding of the diverse academic, socioeconomic, cultural, disability and ethnic backgrounds of community college students.

COMPENSATION AND BENEFITS The salary range for the position is a Grade 16 on the Educational & Classified Administrator Salary Schedule with a range of $103,291-$140,017 per year. This is a fulltime, 12-month position. This position is eligible for participation in West Kern Community College District's comprehensive fringe benefits program that includes District paid medical, dental and vision coverage for employees and their dependents, as well as a generous vacation plan.
